Protocols and governing documents.

Association members acquire formation tokens, exchange them for governance tokens, and become governance members.

Governance members make proposals and vote to make decisions — collectively and decentralized — directing the Association’s actions to shift the vector of societal development toward humanity becoming a multi-planetary civilization.

Governance tokens

Proposals

Governance members may propose creation, development, maintenance, and adjustment, as well as vote on collective decisions regarding the following processes:

Activation/removal

Activation targets adoption of initial documents, subjects, or objects (implementation of initial adoptions described in the document package—e.g., initial adoption of the Governance Resolution, first activation of qualified verifiers, etc.). Removal is aimed at the removal of a qualified verifier.

Proposal: to propose activation, a governance member must have 1,000 governance tokens on account.

Participation: 1 governance token is sufficient to participate in activation voting.

Voting:

Phase 1 [voting]:
Influence: 1 governance token = 1 vote.
Quorum: 80% of governance tokens.
Decision made: over 80% votes.
Duration: 14 days.

Special project

A special project aims to fulfill the Mission (implementation of special projects described in the comprehensive model—for example, proposing, replacing, or terminating the special project “Remote reaction initiation technology,” awarding for its implementation, etc.).

Proposal: to propose a special project, a governance member must have 10,000 governance tokens on account.

Participation: 1 governance token is sufficient to participate in special project voting.

General project

A general project targets servicing the Mission (ensuring implementation of special projects described in the comprehensive model—for example, creating, modifying, or terminating a process, document, etc.).

Proposal: to propose a general project, a governance member must have 1,000 governance tokens on account.

Participation: 1 governance token is sufficient to participate in general project voting.

Note:

After adopting a general project, an authorized representative is elected and appointed to develop and implement it.

Voting:

E.g., creating, modifying, or terminating governance protocols, documents, and others.

Phase 1 [voting]:
Influence: 1 governance token = 1 vote.
Quorum: 50% of governance tokens.
Decision made: over 50% votes.
Duration: 7 days.

Phase 2 [qualified confirmation]:
Influence: 1 trusted address = 1 vote.
Quorum: 4 trusted addresses.
Decision made: signatures of 4 trusted addresses.
Duration: 7 days (execution upon achievement).

Granting authority

Granting authority targets coordination of the Mission (coordination of special and general processes—for example, appointing a “legal support coordinator” and others).

Proposal: to propose granting authority, a governance member must have 5,000 governance tokens on account.

Participation: 1 governance token is sufficient to participate in granting authority voting.

Note:

Governance members appoint authorized representatives who:

  1. Search for high-level performers in required directions;
  2. Conclude agreements with performers;
  3. Control execution until required results are achieved.

Thus, through its authorized representatives, the Association coordinates processes aimed at changing the external environment for gradual shift of societal development vector.

Quorum: 50% of governance tokens.
Decision made: over 50% votes.
Duration: 7 days.

Phase 2 [qualified confirmation]:
Influence: 1 trusted address = 1 vote.
Quorum: 4 trusted addresses.
Decision made: signatures of 4 trusted addresses.
Duration: 7 days (execution upon achievement).

Request/demand

Request/demand targets making a request/demand to/from the Association (e.g., authorized representative’s request for compensation from the Association, Association’s demand to the “legal support coordinator” to provide a report on use of the Legal Support Fund, etc.).

Proposal: to make a request/demand, a governance member must have 5,000 governance tokens on account.

Participation: 1 governance token is sufficient to participate in request/demand voting.

Voting:

Binding only after successfully passing two stages.

Phase 1 [voting]:
Influence: 1 governance token = 1 vote.
Quorum: 50% of governance tokens.
Decision made: over 50% votes.
Duration: 7 days.

Phase 2 [qualified confirmation]:
Influence: 1 trusted address = 1 vote.
Quorum: 4 trusted addresses.
Decision made: signatures of 4 trusted addresses.
Duration: 7 days (execution upon achievement).

Asset transfer

Asset transfer targets fulfillment and servicing of the Mission (asset transfers for special and general projects).

Proposal: to propose asset transfer, a governance member must have 50,000 governance tokens on account.

Participation: 1 governance token is sufficient to participate in asset transfer voting.

Voting:

E.g., funding, hedging, and others.

Phase 1 [voting]:
Influence: 1 governance token = 1 vote.
Quorum: 50% of governance tokens.
Decision made: over 50% votes.
Duration: 7 days.

Phase 2 [qualified confirmation]:
Influence: 1 trusted address = 1 vote.
Quorum: 4 trusted addresses.
Decision made: signatures of 4 trusted addresses.
Duration: 7 days (execution upon achievement).

Fund return

Fund return targets returning participants’ funds accounting for round and return coefficient. Since fund return is regularly and flawlessly initiated by the governance protocol, it must be ensured regularly and flawlessly, therefore high requirements are set for executors.

Proposal: to provide fund return, a governance member must have 100,000 governance tokens on account.

Participation: 1 trusted address is required to participate in qualified confirmation of fund return.

Voting:

No voting for fund return as it is integral to the protocol.

Notification

Notification targets legal registration of Association members’ notifications (e.g., notification of voluntary renouncement of authority by an authorized representative).

Proposal: to propose notification, a governance member must have 1,000 governance tokens on account.

Participation: 1 governance token suffices to participate in voting to assign legal significance to notification.

Voting:

Phase 1 [voting]:
Influence: 1 governance token = 1 vote.
Quorum: 50% of governance tokens.
Decision made: over 50% votes.
Duration: 7 days.

Technical

Aimed at supporting the essential operational processes of the Association. This includes, for example, the provisioning of technical tools required for the execution of approved Executive Acts.

Proposal: to initiate a technical proposal, a governance member must hold the relevant active authority (e.g., legal coordinator, security coordinator, technical coordinator).

Participation: 1 trusted address is required to participate in the pre-qualification and qualified confirmation of technical proposals.

Voting:

Phase 1 [pre-qualification]:
Influence: 1 trusted address = 1 vote.
Quorum: multiple trusted addresses.
Decision made: signature of 100% of trusted addresses.
Duration: 3 days (execution upon achievement).

Phase 2 [qualified confirmation]:
Influence: 1 trusted address = 1 vote.
Quorum: 4 trusted addresses.
Decision made: signatures of 4 trusted addresses.
Duration: 7 days (execution upon achievement).

Legal support

The Association guarantees legal support to all authorized representatives, operating within the international legal framework using decentralized governance protocols and a package of governing documents.
