Before embarking on the concept of building the future, it is necessary to understand how the present is structured.
Few people know that a person is shaped by the environment, and almost no one understands precisely how this happens. But considering that the same person will be guided by one environment to engage in sports, while another will make them a builder, their body, experience, thinking, and reflexes will differ depending on the environment (emphasizing — even the body).
If a person has biological characteristics allowing them to be smarter than others, then, for example, in sports they will become a champion or coach, and in construction, an engineer or project manager — and that's all. When people become someone, 90% of the work is done by the environment, and only 10% depends on the person's biological characteristics.
The environment is not only people — it is everything in general.
In the modern world, the environment is largely shaped by humans, so shaping humans by the environment is a fundamentally complex and non-obvious process. The environment directs the person, the person creates part of the environment, and the supplemented environment continues to direct the person — this cycle is constant. Therefore, to manage a person steadily, it is necessary to build such an environment that ensures the required behavior, taking into account the changes made by the person. At first glance, it may seem that such an environment is not yet created, since people behave differently, but that is only at first glance.
The environment is already built in such a way as to shape and maintain the person’s required behavior based on their biological characteristics. And if you closely study all possible life scenarios of different people, you can see that these scenarios number about 300. While the planet's population exceeds 8 billion, this creates huge segments consisting of people with the same life scenarios — whose lives boil down to what they do in the environment, such as a schoolchild, student, worker, entrepreneur, writer, traveler, homeless person, criminal, and so forth. Each person's life is understandable and predictable, differing only in details that serve as irritants positively affecting the biological characteristics of those particular people.
A vast number of irritants fill the environment, allowing the impact system to imperceptibly nudge people in a direction that expands its possibilities for influencing the people themselves, and consequently, the processes of the environment.
It may seem that one of the most common examples of nudging is the social credit system. But you think so only because you have heard of its existence. Allegedly, it is used only in certain countries. This allows governments worldwide to refer to the country that uses the social credit system as a negative example, highlighting as an advantage that their own country supposedly does not use the social credit system. However, neither officials nor citizens are actually informed whether the social credit system is applied in their state or not. Meanwhile, in the modern world, the social credit system is used in every country that has radio, television, cellular communication, and the internet — citizens are simply not informed about it.
But when a country's population grows to 1 billion and the citizens' activity rises significantly, each state facing this will make the social credit system open and explain its ranking rules to its citizens, allowing the impact system to use people’s self-limitation based on knowledge of which actions promote development and which hinder it.
For example, in the modern world, there are states with populations exceeding 1 billion, but in one, people have high activity, so the social credit system is open, and in another, activity is low, so the social credit system is closed. Until the second state achieves high population activity, its social credit system will remain closed.
The impact system uses the closed social credit system to create, develop, service, and adjust environment processes — automatically slowing the development of "inconvenient" people and accelerating the development of "convenient" people.
For example, the impact system quickly places the most "convenient" people for expanding its possibilities into the right organizations, departments, positions — providing them with the best resources to achieve their goals, which it itself forms. Meanwhile, the most "inconvenient" people are led for as long as possible along trajectories that do not intersect with those of the "convenient," but directly or indirectly contribute to their goals. For this reason, a person with weak intellect can become a prominent official, owner of a large organization, CEO, and so on. The impact system creates the required conditions, and for a person with weak intellect come already action-ready investors, managers, specialists, clients — or they happen to sit next to the CEO of a large company who needs such a contractor as their organization — and together, directed by the impact system, they build all necessary processes for that organization, as once the impact system taught or built in their company. Because such a person's intellect is weak, they cannot use the new opportunities, for example, to redirect financial flows to other processes, so they remain only a place-holder, while the people working in their organization continue servicing the required process.
Also, the impact system may lead "inconvenient" people along trajectories that will ensure their intentional or unintentional violation of legislation. Since the impact system led the "inconvenient" person along a known trajectory, it has data on whether they broke the law or not. When isolation or liquidation of such a person is necessary, the impact system directs law enforcement officers to detain them.
Besides this, the impact system can use the legal violations of an "inconvenient" person to form behavior algorithms that make them self-isolate, for example, hiding from law enforcement officers. But similarly, the impact system can direct a "convenient" person to break the law, such as delayed payments, traffic violations, bribery, and so on, whereby only mental conditions need to be created for their increased concentration on something. Then the impact system can maintain a higher concentration of the "convenient" person throughout the period until the violation is resolved, and if isolation is necessary, just as with "inconvenient" people, direct law enforcement officers to them. For this reason, to eliminate corruption in some countries, many processes used by the impact system to expand its possibilities will have to be rebuilt.
It should be noted that the impact system uses crimes to hold police officers, prosecutors, courts, and other government officials, as well as criminals, their victims, journalists, observers, and others, in a long process, which provides the impact system with opportunities to influence the behavior of every involved person. At the same time, political, educational, scientific, technological, production, transport, trade, entertainment, military, and other processes offer the impact system similar opportunities to influence the behavior of every involved person.
Moreover, the impact system creates and maintains its controlled microenvironments for all people and keeps them there. People living in such microenvironments may never intersect at all — so often two people living in the same house may never see each other in their entire lives. This technology allows, on the one hand, limiting threats to “convenient” people and, on the other hand, deliberately building combinations of irritants around every person. All this expands the impact system’s possibilities, allowing it to more precisely shape the required behavior algorithms for the required people.
Using the formed behavior algorithms, the impact system, influencing political, educational, scientific, technological, production, transport, trade, entertainment, criminal, military, and other processes, rather accurately guides the cost of currencies, securities, raw materials, products, and services — managing all markets. This also means the impact system’s awareness of who will lose money and who will earn it, which is part of the economic balancing performed by the impact system, including considering the closed or open social credit system (where resources required from the “inconvenient” people are redirected to “convenient” people).
Since people are not aware of the real reasons for what is happening — the first-level meanings — and their experience, thinking, and reflexes are already formed for interaction at the second, third, fourth, and other levels of meanings, it seems to them that the reality is the world they understand. At the same time, people may see much but not understand its meaning — or understand it distortedly, that is, with errors.
The impact system shapes people's experience, thinking, and reflexes using the living and nonliving objects with which people interact. For a person to understand absolute objective reality, they must see, hear, feel, and understand absolutely everything as precisely as possible. But if a person is held in a microenvironment, they will understand only the reality that such an environment forms for them. In relation to the whole world, such a microenvironment is erroneous because it does not contain everything.
For example, when people hear about radar, they think it provides too general data about objects to make any conclusions. But they do not know that modern radars see a unique spectrogram from which a computer program singles out human characteristics, their position, actions, heartbeat, breathing, objects — including clothing, bags, backpacks, and even smaller items inside — which makes each spectrogram even more unique. For the impact system, the spectrogram is always just a set of numbers. Modern radars capture enough data about people's reactions for subsequent encoding and forming behavior algorithms for them. And since such detailed spectrograms are used not by people but by the impact system, only employees of covert special services are aware of this. Therefore, writers, filmmakers, and computer game creators do not know about such technologies and do not include them in their works, only incorporating what they see — “radars that provide too general data about objects”. Because of this, people do not see demonstrations of such technologies in books, films, and games but rather receive confirmations of the too-general data provided by radars. Thus, a false conviction is formed not only that detailed information cannot be obtained based on radar data but about everything else that each person considers reality (this level of knowledge is nearly universal).
In other words, reality for a person is only their own experience, thinking, and reflexes, and it depends on these what reality they perceive. And each person’s reality, i.e., their mental conditions, is formed and maintained by the impact system — that is, the environment. Therefore, people's experience, thinking, and reflexes can never reflect absolute objective reality.
For this reason, some employees and agents of covert special services are formed with such basic experience, thinking, and reflexes that constantly re-verify their current experience, thinking, and reflexes, refine them, and gradually make their entire experience, thinking, and reflexes more accurate.
